§ 2-16-3. Statement of county intent.

  • (a) It is the intent of the county to require all persons within the unincorporated county (and incorporated areas within the county to the extent permitted by applicable law) to have their solid waste and recyclable materials collected and disposed of in a proper, sanitary and efficient manner; to provide all persons with a sanitary and efficient means of having their solid waste and recyclable materials collected, disposed of, and processed; to eliminate illegal dumping; to provide an effective method of collecting the cost for the services rendered; and to promote the health, safety, and welfare of the citizens of the county.

    (b) It is hereby declared and determined by the county that the solid waste and recyclable materials collection, disposal and processing services provided pursuant to this chapter, including, but not limited to, the accomplishment of the intent stated herein, shall and do constitute a benefit to each commercial and residential service unit, equal to, or in excess of, the cost of providing such solid waste and recyclable materials collection, disposal and processing service.

    (c) It is the further intent of the county that collection and hauling of solid waste and recyclable materials is to be done only by those authorized by the county and that disposal and processing shall be done only at a county designated solid waste facility.
