(a) For the purpose of promoting the health and general welfare of the communities,
as hereinafter provided, the department is hereby authorized and empowered to provide
for the collection and disposal of solid waste and recyclable materials, and to grant
franchises therefor in such service areas in the county as may be designated by it
lying outside the boundaries of any municipality, to persons, firms, or corporations
applying therefor, for the purpose of collection, removal, and disposal of solid waste
and recyclable materials in any such service areas. The department may designate and
create service areas in such size, number, shape, or area as it may from time to time
deem best suited to carry out the purpose of this chapter.
(b) The board is hereby authorized to adopt such resolutions and take such actions
or cause such actions to be taken which it deems necessary or proper for carrying
out the purposes and transactions contemplated by this chapter.
