§ 2-16-31. Residential collection service.

  • (a)

    The county shall provide residential collection service to all residential improved real property in the unincorporated county except for property excluded under the provisions of this chapter.

    (b)

    In no case shall solid waste be commingled or mixed with recyclable materials and/or yard trash. Commingled or mixed loads of solid waste, recyclable materials and yard trash will not be collected.

    (c)

    Residential collection service shall include:

    (1)

    Two (2) pickups per week with at least two (2) days in between each pickup for solid waste other than yard trash.

    (2)

    One pickup per week for yard trash.

    (3)

    One pickup per week for recyclable materials.

    (4)

    Special waste that includes either white goods, computer equipment, more than two (2) tires per pickup, or more than two (2) other special waste items per pickup shall be collected by appointment as provided in section 2-16-35.

    (5)

    Construction and demolition debris from home repair or renovation projects on residential improved real property.

    The specific collection days for each service area or portion of a service area shall be established by the authorized collector and approved by the director and may be changed from time to time.

    (d)

    Extraordinary services such as back door collection and the removal of large quantities of loose yard trash are not a part of the residential collection service charge. Such services must be arranged for with the county on an individual basis and the excess charge will be billed by the department. Back door collection service will be limited to the collection of garbage or recyclable materials. All other solid waste and yard trash must be placed curbside or in some other place allowed by the director or authorized by this chapter. Loose yard trash will be billed at the residential service rate; however, the customer is entitled to an estimate prior to such service.

    (e)

    Free annual large pick-up. Each residence may utilize one collection per year for solid waste at no additional cost for solid waste that would otherwise be classified as an extraordinary service, but that does not result from services provided by a person other than the owner or occupant of the residence, and where such collection does not exceed sixty (60) yards container capacity.

    (f)

    All solid waste and recyclable materials placed out in conformance with the provisions herein shall be collected.
