§ 2-16-38. Ownership of solid waste; recyclable materials.

All solid waste and recyclable materials and not including hazardous wastes, once placed at a collection location, in a container at a collection location, or at curbside, becomes the exclusive property of the county. Recovery of recyclable materials from any solid waste generated or brought within the county must occur prior to the placing of such recyclable materials in a refuse bin at a collection location, in a container at a collection location, or at curbside, and such recovery shall be subject to state and local public health and safety laws.
