§ 2-19-100. Findings of fact.
The board of county commissioners of Manatee County, Florida, hereby makes the following findings of fact:
(1)
Manatee County is authorized by Chapters 125 and 538, Florida Statutes, to enact and enforce more restrictive laws than found in state law pertaining to secondhand dealers and transactions in secondhand goods.
(2)
Law enforcement has determined that certain types of personal property are more likely to be stolen and subsequently sold to secondhand dealers.
(3)
The regulations herein contained are necessary to enable law enforcement authorities to impede the sale of stolen property, identify those who are trafficking in stolen property and return stolen property to its rightful owners.
(4)
The regulations contained herein provide an important local benefit to the growing metropolitan areas of Manatee County, are essential to effective law enforcement, and promote the health, safety, and welfare of the people of Manatee County.
