Subject to satisfaction of and compliance with the requirements of this article, permits
will be issued to private citizens, corporations, firms, partnerships and agencies
with a reasonable and legitimate purpose in using the right-of-way for an oversized
haul, provided the proposed use poses no significant threat or danger to public health,
safety or welfare. If so required by the director, an applicant shall establish, to
the reasonable satisfaction of the director, that he/she/it possesses experience,
knowledge or qualifications to undertake such a haul, or that he/she/it has contracted
with or consulted with an appropriately experienced, knowledgeable or qualified person
or entity.
