  • The board, in recognition of the present and future need to raise capital to finance or refinance additions, extensions and improvements to the county's water and sewer system, the solid waste system and the stormwater management system, hereby deems it to be in the best economic and financial interest of the county and the citizens thereof to authorize the consolidation of all such systems into one combined public utility (herein referred to as the "Manatee County public utilities system" or the "system") and to collect and use, for the operation, maintenance and financing or refinancing of capital improvements to such system, all revenues collected separately from the operation thereof. The board in its discretion may from time to time by proper proceedings combine any of its other utility operations or public works enterprises of the county with the system, and when so combined shall be subject to all of the terms, provisions and conditions of this article. In so combining other county utility operations or public works enterprises, the board shall determine that such combining shall not have an adverse effect upon the system, that the other county utility operations or public works enterprises are reasonably related to the type, management and operation of the system, and such combination is in the best economic and financial interest of the county.
