§ 2-31-167. Intent and purpose.

  • (a)

    To provide a mechanism to promote a more efficient and effective method of regulating the transportation, and landspreading of domestic wastewater residuals, domestic septage, food establishment sludge, and citrus processing wastewater residuals to ensure protection of the public health, safety and welfare.

    (b)

    To protect against the creation of a public nuisance through improper handling, transportation, and landspreading of domestic wastewater residuals, domestic septage, food establishment sludge, and citrus processing wastewater residuals.

    (c)

    To ensure adequate control over the landspreading areas.

    (d)

    To ensure that proper treatment of domestic wastewater residuals, domestic septage, food establishment sludge, and citrus processing wastewater residuals is occurring prior to landspreading, thereby protecting the land, water and environment in general, as well as the public health, safety and welfare.

    (e)

    To minimize the impact of landspreading on the general public.
