§ 2-31-313. Referendum not required.

  • No bonds shall be issued under the provisions of this act [article] for which the full faith and credit of said county has been pledged. In the event that bonds are issued under this act [article] which are payable solely as to both principal and interest from the fees, rentals or other charges derived from said utility system, or surplus revenues of other public utilities owned and operated by the county, as hereinafter provided, then no referendum or election shall be required for issuance of bonds under the terms of this act [article], and the issuance of such bonds shall not be required to be approved either by the qualified electors who are freeholders residing in said county or the qualified electors residing in said county.
