§ 2-31-316. Declaration of policy.

The undertakings enumerated in section 2 [section 2-31-312] hereof constitute a proper county purpose for the benefit and welfare of the inhabitants of said county and it is hereby found and declared that in the construction, acquisition, improvement, maintenance and operation of said utility system, said county will be exercising an essential proper governmental function.
