The county, in the event that any special assessments are levied against benefited
properties, as provided herein, and pledged for any bonds issued hereunder, shall
diligently collect such special assessments to the full extent permitted by law, including
the institution and completion promptly of proceedings to foreclose the lien of such
special assessments, after the same become delinquent, in the manner provided by law.
