The Board of County Commissioners of Manatee County may, if deemed desirable, create
a separate board, body or agency, responsible to the Board of County Commissioners
of Manatee County, or may designate a certain officer or certain officers of the county
responsible to the Board of County Commissioners of Manatee County to have the supervision
and management and control of such utility system or of any parts thereof, and to
carry out any duties or acts relating to said utility system, and may make all necessary
rules or regulations governing the use, control, management and operation of such
utility system, or of any parts thereof.
