Subject to covenants or agreement with bondholders contained in proceedings authorizing
the issuance of bonds pursuant to this act [article], the county shall have the power
to lease said utility system, or any part or parts thereof, to any person, firm, corporation,
association or body, upon such terms and conditions and for such periods of time as
shall be determined by the governing body; provided, however, that no lease shall
be for a period longer than the last maturity of bonds to be issued to finance said
utility system, or part or parts thereof, to be so leased. The county shall also,
whenever desirable, have power to grant permits or licenses in connection with any
of the facilities of such utility, and shall have full and complete power to do all
things necessary and desirable for the proper and efficient administration and operation
of such utility system and all parts thereof. The county shall also have power, whenever
deemed necessary or desirable and subject to covenants and agreements with bondholders,
to lease from any person, firm, corporation, association or body, any facilities of
any nature for such utility system.
