Objective 5.0.1. - Consistency of Thoroughfare System.

  • Development of a thoroughfare system consistent with the adopted Future Thoroughfare Plan and Maps, and based upon a Future Land Use Plan describing proposed population densities, residential and employment patterns, and other land uses.

    Policy 5.0.1.1. Review and approval of development orders for land development to ensure that such approvals shall not degrade transportation levels of service, and that appropriate actions are taken to ensure that transportation levels of service are maintained (see also Policies 2.4.1.1, 2.4.1.2, 2.4.1.3, 5.1.2.1, 5.1.2.2, 5.1.2.3, 5.1.2.4, 5.2.2.8, 5.2.3.1, 5.2.3.2, 5.6.1.1, and 5.6.2.1).

    Policy 5.0.1.2. Provide for parking structures, cross access easements, and interneighborhood ties that promote transportation plan goals and objectives (see also Policies 2.9.1.3, 2.9.1.9, 5.2.1.2, 5.2.2.7, 5.2.2.9, 5.4.1.1, and 5.4.2.2).

    Policy 5.0.1.3. Maintain access control plans designed to control connections and access points of driveways and roads to thoroughfare roadways, and designate controlled access roadway facilities where necessary (see also Policies 5.2.1.1, 5.2.2.2, 5.2.2.3, 5.2.2.4, and 5.2.2.5).

    Policy 5.0.1.4. Consider maintenance, integrity, and enhancement of existing and potential residential neighborhood environments in the development of long range network improvement plans and individual roadway projects (see also Policies 2.6.2.8, 2.6.1.1, 2.9.1.1, 2.9.1.2, 5.2.2.11, 5.3.1.3, 5.3.1.4, 5.3.3.1, 5.4.1.1, 5.4.2.2, 5.4.2.3, 5.6.1.4, 5.6.5.1, 5.6.5.4, and 5.6.5.5).

    Policy 5.0.1.5. Encourage high intensity nonresidential land uses and higher residential densities in the urban core area to create a mix of uses in a walkable environment to locate adjacent to or at the intersections of major and functionally classified roadways (see also Policies 2.1.3.1, 2.1.3.2, 2.1.3.3, 2.10.3.1, 2.10.3.2, 2.10.3.3, 2.11.1.3, 5.2.2.10, 5.3.1.1, and 5.3.1.4).

    Policy 5.0.1.6. Require the location, design, and construction of roadway and transit rights-of-ways and port facilities to ensure minimum adverse impacts upon potable watersheds, jurisdictional wetland areas, streams, rivers, and lakes, and endangered and threatened species, and species of special concern (see also Policies 3.3.1.1, 3.3.2.3, 5.2.1.5, 5.2.1.6, 5.2.1.7, 5.3.2.1, 5.3.2.2, 5.3.2.3, 5.3.2.4, 5.8.1.2, 5.8.2.1, 5.8.2.5, and 5.11.4.1).

    Policy 5.0.1.7. Manatee County shall continue to participate in the Corridor Management Entities of the designated Scenic Highways to promote, protect, and improve the intrinsic resources of the Scenic Highways in accordance with the adopted Management Plans.

    Implementation Mechanism:

    (a)

    Manatee County shall provide active participation in the Corridor Management Entities to implement the improvement plans.

    (b)

    Manatee County shall seek funding sources including grants to implement the Scenic Highways Improvement Plans.
