Objective 10.1.2. - Capital Improvements Prioritization Criteria.
Prioritization of capital improvement projects in a manner that achieves and maintains adopted Level of Service standards within the shortest time frame possible, while maintaining and protecting the County's investment in existing capital facilities.
Policy 10.1.2.1. Prioritize capital improvements funding in a manner that generally assigns first priority to the renewal and replacement of obsolete or worn-out facilities, that assigns second priority to correcting existing deficiencies in public facilities, and then third priority to facilities necessary to accommodate desired future growth. Nothing in this policy shall preclude Manatee County from increasing the priority of a particular capital improvement to accomplish cost savings (e.g., where matching funds or private contributions are made available, or where economies of scale are achieved). Individual County departments may also consider other internal departmental prioritization criteria in establishing priorities for capital improvements.
Policy 10.1.2.2. Promote rehabilitation and reuse of existing facilities, structures, and buildings as the preferred alternative to new construction.
Policy 10.1.2.3. Encourage efficient provision of capital improvements by minimizing public expenditures that subsidize development in Coastal Planning Area (see Objective 4.3.2).
Policy 10.1.2.4. Identify capital improvements so that public facility needs are funded, or are provided, at the least public cost per unit of capacity over the life cycle of the facility.
Policy 10.1.2.5. Minimize the period of time for the implementation of any capital project or project component by following, to the maximum degree feasible, the schedule of expenditures for all capital projects, such schedule defined at time of initial inclusion of the project or project component in Table 10-1 of this element.
Policy 10.1.2.6. Consider capital improvement project commitments by the Southwest Florida Water Management District and by State agencies/departments in prioritizing locally funded improvements to complement these improvements where appropriate and to avoid duplication.
Policy 10.1.2.7. Achieve compliance with the following referenced policies (adopted level of service standards) by the expenditure of capital project funding on projects designed to achieve and maintain these standards:
(a)
Traffic Circulation. Refer to Table 5-1. Manatee County Peak Hour Level of Service Standards, and Policies 5.1.2.1, 5.1.2.2, 5.1.2.3, 5.1.2.4, and 5.1.2.5, and 5.1.2.6.
(b)
Transit. Refer to Policies 5.6.1.1, 5.6.1.2, 5.6.1.3, 5.6.1.4, 5.6.2.1, 5.6.2.2, 5.6.2.3, and 5.6.2.4.
(c)
Parks. Refer to Table 8-1. Park Facility Infrastructure Standards and Objective 8.1.1 and associated policies, and Policy 8.1.2.4.
(d)
Wastewater Treatment. Refer to Policies 9.1.1.1, 9.1.1.2, and 9.1.3.1.
(e)
Solid Waste. Refer to Policies 9.3.1.1 and 9.3.1.2.
(f)
Drainage. Refer to Policies 9.4.1.1, 9.4.1.2, 9.4.1.3, 9.4.1.4, and 9.4.1.5.
